Moreton Water Plan Targeted Amendment

The Water Plan (Moreton) (Supply Scheme Arrangements) Amendment Plan 2019 (new draft water plan amendment) has been released for consultation and public comment. To implement the new draft water plan amendment, a new draft water entitlement notice (draft WEN), a new draft water management protocol (draft protocol), a new draft resource operations licence (draft ROL) and a new draft operations manual have also been released. The new draft water plan amendment proposes a new approach for determining volumetric limits for groundwater entitlements. The new methodology converts existing groundwater licences into two separate water allocations, using a flat rate approach, totalling six megalitres per hectare (ML/ha) of irrigable area. One entitlement is proposed to be converted at 2 ML/ha as a more reliable allocation (medium priority) with the remaining 4 ML/ha assigned to a second allocation with less reliability (low priority). Different water sharing rules are proposed to reflect the reliability of the two products.

It also sets the framework to enable seasonal and permanent water trading so that water users have more flexibility in managing the water needs of their business.

Proposals relating to surface water and Morton Vale pipeline in the former draft water plan amendment are largely being retained in the new draft water plan amendment.

The new draft water plan amendment aims to improve the current management of water in the Central Lockyer Valley Water Supply Scheme and support economic development, investment and jobs for the Lockyer Valley region.

  • Part 1: Submission on new draft Water Plan (Moreton) amendment

    Please use this online survey to identify any concerns you have about the new draft water plan amendment or any of the other associated planning instruments. You can also use this online survey to identify any aspects of the documents that you support.

  • Part 2: Submission Form for additional irrigable area assessment

    If you are currently irrigating parcels of land that are not stated on your converting groundwater licence/s, you may make a submission to have these non-licenced parcels considered as irrigable area and used to calculate the nominal volume for your final groundwater allocation/s. Submissions must address the criteria stated in section 84M of the new draft water plan amendment, which requires that the licence holder who makes the submission—

    • Is the owner of the land which is requested for consideration as additional irrigable area, and

    • Can demonstrate that the groundwater is being taken from the scheme using existing works on land attached to a water licence being converted in this new draft water plan amendment, and

    • Can demonstrate that the groundwater was conveyed to the land by way of a pipeline or channel, and

    • Can demonstrate that the land is not already accounted for in the preliminary irrigable area, and

    • Can demonstrate that the land has been irrigated during the period of 1 July 2007 to 30 June 2018.
