Background
Implementation of the ETRF Senior Phase of Schooling Trial has resulted in completion of the District Youth Achievement Plan which is being progressed and actioned in the region. Developing the Plan involved a broad range of stakeholders in consultation, and collaboration and to work in new ways within Government and across the broader community. The major concern was how to engage this new diverse group to work toward the common goal.
The Management Committee consisted of major players Education Queensland, TAFE, DET, Catholic Education and Independent Schools. Other members included Department of Communities, Capricornia Training Company, Darumbal, Parents, Youth Members, Carers, Youth Interagency Group, Central Queensland University, Livingstone Shire Council, Anglicare and employers. It took three months to engage people through a series of one on one visits to discuss the project. The group was engaged through a series of 'think tanks', and research to produce an environmental scan of district data and information. A youth forum (75 young people) was held to hear and then act on their issues. Committee members sought and continue to seek input from their constituent groups.
What is different about this case study that shows how government, industry and communities can better engage with each other?
Successes - The commitment of the group, and a willingness to share ideas. Strong leadership and passion from the leaders, a commitment to young people and the need to ensure multiple pathways to learning or earning have led to the success.
The challenges were mainly time constraints to deliver the District Youth Achievement Plan and funding applications and ensuring that stakeholders were aware of the reasons for and background of the challenges. It is always difficult to ensure all interested parties are equally enthusiastic and committed. There was a need to breakdown the barriers and myths and legends that historically exist within/between agencies and community groups; to address the issue of adequate information and knowledge sharing between key stakeholder groups; and to find new ways to begin to effectively communicate with everyone with an interest in the future of young people.
What are the key outcomes of the case study for government, industry and community?
Government agencies are starting to work together much better - some great partnerships have resulted with strong outcomes for young people. Much dialogue is occurring between groups in new ways - there is a clearer understanding of the value and beliefs of each agency. The major change has been in communication and relationships.
What are the key learnings/insights about community engagement?
Community engagement takes time and energy to truly engage new players in the vision. We would have engaged parents and employers differently from the beginning if there had been more time available in the process.
What will sustain community engagement into the future in this case study?
Time and energy from the leaders in the Management Committee - need to have forums of parents, employers, students and to keep the message of 'learning or earning' on the lips of community. Community Engagement will be sustained by:
- Building a community of State Government Agencies
- Building relationships with Federal and Local Government
- Building relationships with youth support agencies
- Connecting with young people
- Connecting with parents
- Engaging employers and industry groups
- Working with schools, TAFE, Central Queensland University
