Mandatory load control for pool filtration systems on new swimming pools

The Queensland Government wants your feedback on a proposal to mandate load control for pool filtration systems on household swimming pools. Under the proposal, electricity distributors, ENERGEX and Ergon Energy would manage electricity supply to pool filtration systems during peak demand periods. This requirement would avoid the significant contribution of new pool filtration systems to future peak demand and improve the sustainability of Queensland’s electricity infrastructure.

Peak demand, or the amount of electricity necessary to supply a large number of customers concurrently, is the key driver of increased electricity network infrastructure expenditure. Approximately 11 per cent of distribution network capacity is built to meet a level of demand which only occurs for approximately one per cent of the time. As peak load continues to grow, costly network upgrades must be undertaken to meet demand, and this expenditure is ultimately passed onto all customers through electricity prices.

Approximately 10,000 new swimming pools are constructed in Queensland each year. It is estimated that the vast majority of these new pools are connected to the general domestic electricity supply, Tariff 11, and significantly contribute to peak electricity demand.

The most cost-effective stage to connect a pool filtration system to load control is during construction of the swimming pool.

A Regulatory Impact Statement (RIS) has been released, detailing the proposed amendment to the Queensland Development Code which would require pool filtration systems to be connected to an off-peak tariff for new domestic swimming pools built from 1 July 2010.
