Queensland Planning Provisions

The Department of Infrastructure and Planning welcomes your feedback on the Queensland Planning Provisions (QPP). The Queensland Planning Provisions is a result of new legislation due to commence late in 2009.
The Queensland Planning Provisions mandates a consistent form of planning schemes across Queensland through:

Planning schemes are prepared by local governments to manage growth and change in their local government area. They are the primary instruments for integrating state, regional and local planning and development assessment and must coordinate and integrate planning matters within the local government area.

Local governments are responsible for making planning schemes. This includes setting out their scheme formats and defining terms (i.e. what is the definition of a garage, building works, zones, etc). There has been no requirement to use common terminology or formatting and many planning schemes across Queensland are now lengthy, complex and inconsistent documents. This has complicated the plan making process with substantial resources expended on basic decisions such as the format and structure of a scheme as opposed to concentrating on strategic analysis and drafting outcomes which respond to local issues.

New laws have been introduced to minimise this confusion and streamline the process. The Queensland Planning Provisions are a part of this process. They form a core component of Queensland’s planning and development system (Qplan) and help streamline the planning and development process.

There has been extensive consultation in drafting these provisions. We need your help to ensure it is easy to understand and cover all of the key elements.
